It is a federal crime. States can refuse to hand over manifests. That is personal sensitive information. The federal government cannot blackmail the states. Plus, the states print the ballots.

I have to admit I felt tremendous pity for Mark Rutte. He must have been dying inside knowing he was abasing himself for all the world to see. And yet I also admire him because he was willing to undergo that humiliation in the service of a greater cause: NATO. Trump would never make such a sacrifice. Although Canada and Europe are indeed stepping up with more support, as they should, I tremble to think what might happen in the world if Trump really does pull us out of NATO.
