Yes, I thought he was going to be acting which has 200 some days before they have to become either the real deal or not. But Trump apparently wants him appointed to be the real thing right off the bat. Which I do believe requires a approval. I guess somebody smarter than I am will tell us.
States do need to change their rules so that they can have completed counting of mail-in ballots by the time the polls close on election Tuesdays. That have a minimal effect on the process of voting by mail, and eliminates one of the most common conspiracies about voting.
Would there still be a 'postmark cutoff date'? How would USPS insure delivery to get mail-ins into the count on time? So many variables. Since so many precincts can be so close, every vote must be counted. Even votes cast by idiots.
I work the polling places in Salt Lake County, Utah. Utah recently changed their law from postmark by the day before the election to arrival by Election Day. I feel this is a reasonable deadline as long as ballots arrive at voters home three weeks before the Election Day. That gives the voters a week to decide and two weeks for their ballot to arrive. You may have a few stragglers that arrive late, but highly unlikely to be enough to make a difference in a race.
That's very reasonable if everyone acts expeditiously and everything falls into place. I would push for corrective failsafes to account for any instance where a significant number of ballots show up late, but were postmarked more than several days prior to election day. How many are significant and several? I dunno.

Utah has automatic audits on a race if the margin of victory is small. This audit is a couple of weeks after the polls close. I think it could be feasible to accept any late arriving ballots in the audit count and have a large number of late arriving ballots lower the automatic audit threshold. I think elections are not certified in Utah until the audits are complete.
I do not know if it is true or not, but postal workers have said that overtime was eliminated in some places to delay the ballots getting to the voters. I mean, so much crap is going down to screw up elections, I don't find that story hard to believe.

Every California voter who has voted gets a text message from the Secretary of State that your ballot has been received and counted. We do not have to disenfranchise voters who legally mail in their ballots before the polls close on election day. If you want to complain about ballots, look into the ballots of the thousands of service members who are at sea or deployed in the unending futile Iran War that is destroying the world's economy or deployed elsewhere beyond the United States.
I am a Californian and agree that every vote counts and that they make sure that you know that it is being counted. However, I don't see the issue in starting the count early, though I'd like to know how much that would speed things up. Regarding votes having to arrive by election day - I'm not sure that this would be a problem if people knew well in advance.

This could go a long way cases where the late arriving ballots contain the deciding difference.

People don’t pay attention so if they even if they know in advance they may not plan for it properly. But starting to count right away makes sense.
